As a precaution, the city shut down the entire transportation system on Saturday in anticipation of Irene’s arrival. By Sunday the mandatory evacuation was completed of all nursing homes in flood-prone areas of the city and several surrounding communities area including some parts of Battery Park City in lower Manhattan.
